Loviisan kaupunki pyytää tarjousta Svartholman palvelukokonaisuudesta käyttöoikeussopimuksen perustella. Svartholma on historiallinen merilinnoitus, joka sijaitsee Svartholm-saarella noin 10 kilometrin päässä Loviisan keskustasta. Merkittävä kulttuurihistoriallinen linnoitus on rakennettu 1700-luvulla osaksi Suomenlahden puolustusjärjestelmää. Saari ja sen historiallinen linnoitus on suosittu matkailukohde.
